Joined Masterplan in May 2017 as a Consultant in the Austin office.
Mr. O’Connor brings 13 years of urban planning experience to the firm in the areas of zoning, land use, entitlements, development codes, urban policy, and project management. His experience covers current, long-range and comprehensive planning projects; residential, commercial and retail development; aviation, road and rail infrastructure; signage; car parking; freight and logistics; environmental impact mitigations; sustainability initiatives; stakeholder engagement and community outreach.
Mr. O'Connor began his urban planning career in Perth, Australia, where he worked in both municipal and private sector roles. Most significantly, he served for nearly 5 years as the Assistant Manager of the City of Belmont’s Planning Department, overseeing both current and long-range functions.
In 2014, Mr. O'Connor was contracted by the City of Sydney to undertake a comprehensive review of the City's development code for signage and outdoor advertising. The review focused on establishing standards and guidelines for new signage technologies, in addition to a broader revamp of the development regulations for traditional sign types. The new signage code has since been adopted by the City of Sydney Council.
In the two years prior to joining Masterplan, Mr. O'Connor worked as an urban planner and project manager with Five Point Communities (formerly Lennar Urban) in San Francisco, Calif. He was responsible for overseeing planning, entitlements and urban design efforts on the redevelopment of an 800-acre parcel of waterfront land that included the US Navy’s former Hunters Point Shipyard and Candlestick Park, the stadium previously used by San Francisco 49ers and San Francisco Giants. Collectively, this area is the largest public-private partnership urban renewal project in San Francisco's history.
Mr. O’Connor has previously held leadership positions with the Planning Institute of Australia, and was the recipient of the Institute’s '2010 Western Australian Young Professional of the Year' award in recognition of his professional expertise, leadership and contribution to the urban planning industry.
