    Project Description

    Multifamily PUD (Planned Unit Development) zoning ordinance to allow for 368 multifamily residential units.  

    Challenges

    • Consideration of this zoning change from a predominately single-family residential zoning to multifamily residential zoning came shortly after the November 2020 election that brought three newcomers to the City Council during a period of time when politics at every level of government was severely strained by the COVID-19 crisis. Not only were council members working quickly to get up to speed on City processes and procedures, but this project also represents the first application to the North Killeen Revitalization Program established to promote the development and redevelopment of north Killeen properties. Being the first project considered for this incentive program added complexity to the land use and zoning considerations, as the public finance corporation was being established concurrently with the zoning and negotiations for the public private partnership.   

      Strategies Used

      • NRP Group is seen as an exceptional and experienced developer of multi-family communities having developed and constructed over 40,000 dwelling units in 16 states. Masterplan was trusted to focus on the zoning and land uses processes required to entitle the project, which allowed NRP to concentrate on the financial aspects of the deal including negotiating with the City Manager, City Attorney and City Council to evolve a development agreement and governing body that would ensure the project’s success.   

      Results

      • The project modified the zoning on an undeveloped 22.5-acre tract from single-family residential and business districts to a specially created zoning district that allows for 368 multi-family units and associated amenities such as a resort-style pool, fitness and community center, and a dog park.   

      Conclusion

      • After securing the Future Land Use Map amendment and zoning change for the project, NRP Group continued to work through the development agreements, and construction is expected to begin in the near future. Masterplan looks forward to partnering with NRP Group on future multi-family residential projects throughout Texas.
