Chief Executive Officer

Dallas Cothrum, PhD.

Dr. Cothrum serves as the CEO of Masterplan and LaBarba Permit Service. His primary area of expertise involves obtaining appropriate land entitlements for a variety of developers, governmental entities, and utilities. He has served as Chief Executive Officer for ten years.

Dr. Cothrum has worked on numerous politically charged and technically difficult cases. He directed the efforts on Rosewood Court, many types of multi-family projects, and self-storage locations. Over the past decade, he and Karl Crawley, President, have worked more cases in Oaklawn and Dallas Uptown than any others.

He has provided consultation for Oncor on more than 150 electrical substation and switching stations throughout the state of Texas. In each case, he has successfully obtained the appropriate zoning for the property.

Dr. Cothrum has represented Oncor on the Public Utility Commission’s renewable energy project, harnessing wind power in West Texas. He has similar experience assisting natural gas producers and midstream pipeline companies in the Barnett Shale.

He is responsible for consulting with and advising clients on requirements for zoning and permit applications for various area municipalities. His practice includes significant experience in public presentations before community groups, municipal boards, commissions, and councils concerning zoning changes, variances, and plats.

Dr. Cothrum typically assists clients from due diligence and site selection through the entire zoning and building permit process, culminating with certificate of occupancy.

He was previously a tenured professor in the University of Texas System. He received a doctorate from Texas Christian University and completed post-doctoral work at the United State Military Academy at West Point. He is also an alumni member of Leadership Dallas.

Dr. Cothrum is a member of the Board of Directors of Dallas Academy, the McWhiney Foundation, City Hospital at White Rock, C.C. Young Senior Living and is the President of the Highland Park Education Foundation

Karl A. Crawley

Mr. Crawley joined Masterplan in 1998 and is now President. A resident of the Dallas area for over 40 years and DISD alumni, Mr. Crawley is a graduate of Texas A&M University with a Masters degree in Urban Planning. His field of experience includes land planning, land development and project management.

He has developed Comprehensive Plan documents for several small Texas cities, developed several hundred single family residential lots in the Dallas-Fort Worth area and been involved with zoning projects from both the public and private sector sides.

Mr. Crawley has been the most frequent presenter at the Oaklawn Committee over the last decade and has developed an expertise in the Dallas Development Code.

Prior to joining Masterplan, Mr. Crawley was the Senior Zoning Planner for the City of Dallas. His involvement with the city of Dallas included working on several large private development projects and the initial DART rail line.

During his tenure with the city of Dallas he was also the Intown Housing Director and was instrumental in obtaining federal loan approval for the initial development of housing in downtown Dallas.

Since joining Masterplan, Mr. Crawley has been involved in all aspects of obtaining approval for development projects throughout North Texas as well as the approval of all DISD projects for the past three bond programs.

He previously served as Chairman of the Planning and Zoning Commission for the city of Rowlett.

Tammy Weir, CPA

Mrs. Weir serves as Controller of Masterplan and LaBarba Permit Service. Her responsibilities include oversight of the finance, accounting, human resource and contract administration functions of both companies.

Before joining Masterplan and LaBarba, Mrs. Weir served as CFO for various professional services companies for more than 18 years. Additionally, Mrs. Weir was a Senior Manager with Ernst & Young for 10 years, where she served primarily privately held audit clients among many industries including the real estate and service industries.

Mrs. Weir graduated from Southern Methodist University with a degree in accounting and is a Certified Public Accountant.

Maxwell Fisher, AICP

He has a true dedication to his craft and is recognized as one of the finest planners in the state of Texas. Mr. Fisher’s city planning experience for multiple municipalities and his education in local government management play a pivotal role in zoning and land use due diligence services, and managing applications pertaining to zoning and land use entitlements. He has a true dedication to his craft and is recognized as one of the finest planners in the state of Texas.

This expertise includes subdivision platting, permitting regulations and zoning. Mr. Fisher has provided professional service to various zoning board of adjustments, planning and zoning commissions, and a landmark commission. Prior to joining Masterplan, Mr. Fisher administered the zoning and land development process as Principal Planner for the City of Garland, and previously worked as an urban planner for the City of Galveston.

His ten years of experience in reviewing development applications as a city planner is valuable in that he uses his knowledge of the inner workings and political dynamics of government to navigate the entitlement process. In addition to management of land use applications, Mr. Fisher played a key role in creation of a unified development code and has conducted several analyses pertaining to land use data and development standards for code amendments.

He also leads Masterplan’s efforts on due diligence reports for lenders. He also served on the Garland Plan Commission where he reviewed and voted on zoning, platting and other land use proposals that came before the city. Mr. Fisher is a certified planner and a member of the American Institute of Certified Planners as well as a member of the American Planning Association.

Managing Director

Karen Wunsch

Since joining Masterplan in 2013, Mrs. Wunsch has served as Managing Director of the Austin office.

Mrs. Wunsch’s local experience and knowledge allow Masterplan to provide Austin area clients with the same quality of service that has established the company’s reputation for customer satisfaction for over 30 years.

She began her career in municipal government working for planning departments in Houston and Garland, which provided an opportunity to gain experience in all aspects of land use planning and development.

After relocating to Austin in 2006, Mrs. Wunsch worked as a planner and client services manager for Pate Engineers, which gave her an even greater appreciation for how to manage the physical, political, and economic influences that impact the business of land development.

After leaving Pate Engineers, she continued to provide clients with zoning, platting, and land development services by starting her own business.

Mrs. Wunsch continues to offer these services to clients, existing and new, along with the additional expertise, resources, and institutional knowledge of the Masterplan team. She has done zoning and land use throughout the state of Texas.

Senior Consultant

Raj Sharma, PE, LEED AP, FM WOBO, R.A.S

Mr. Sharma joined the firm after more than 25 years in city service, including as Building Official for the City of Dallas. He also served as the Building Official in Calgary and was responsible for all the 1988 Winter Olympic venues, including the opening of the Saddledome.

Mr. Sharma is a recognized expert on all matters of building code, energy code, accessibility standards, and similar services and frequently serves as an expert witness. He was a founding member of the World Organization of Building Officials, has chaired the Greater Dallas Indo-American Chamber of Commerce and has previously served as a faculty member in the University of Texas System.

Kiesha Kay

Kiesha Kay joined Masterplan in July of 2019 after a long career working for the City of Dallas as the Chief Planner for the Sustainable Development and Construction Department. Her experience with the City of Dallas and her graduate level education from Texas A&M University, brings new ideas and insight to Masterplan. She has several years of proven experience working for local governments and serving community organizations, development professionals, architects/engineers, and others engaged in urban planning and development.

Kiesha is customer service driven and has a proven track record of effective communication with the public, municipal executives, and large-scale developers. She has senior-level professional experience in public speaking and information presentation in public hearings to elected officials, and senior level management. Kiesha brings a new perspective and enthusiasm to Masterplan and is ready to help with your project needs. She is a landscape architect by training.

Ethel Green

Mrs. Green has 34 years of experience with the City of Dallas and specializes in permit processing, certificate of occupancy and zoning related items.

Her entire career was in City of Dallas Building Inspection where she started when she was a VOE student. She worked her way up the ranks starting as a secretary, then permit clerk and on to a senior plans examiner reviewing residential and commercial plans.

Later she served as Assistant Manager of the One Stop Permit Center. In her last position as, Multi-Technical Manager, she oversaw the staff of the Residential Team and the Conservation District Senior Planners.

Wes Hoblit

Mr. Hoblit leads the Business Development initiatives and oversees Masterplan’s growth within the diverse market sectors throughout Dallas-Fort Worth. He works with the senior consultant team to actively develop relationships and create business opportunities, while also working with Masterplan’s outstanding client base. He has real expertise in liquor and hospitality issues.

Mr. Hoblit began his career with Masterplan as an intern while still enrolled at TCU. During his tenure he has worked for both Masterplan and LaBarba Permit Service, gaining knowledge and experience with zoning application management and permit expediting including alcohol permitting. Mr. Hoblit successfully led an effort to make Princeton wet and worked to change zoning rules in that city.

Kendra Larach

Miss Larach joined Masterplan as a full-time employee in October 2018. She began her career as an intern for Masterplan in 2017 while still enrolled in college. Miss Larach gained experience with zoning application management during her internship as she shadowed senior level consultants, provided due diligence research, assisted with zoning cases, and created presentations for hearings.Currently, Miss Larach carries on with her own zoning cases primarily in the City of Dallas, as well as assists the senior consultant team in successful approvals for development projects throughout North Texas. Miss Larach earned her Bachelor of Science in Geography and History with a minor in Business from Texas Christian University.

Account Manager

Christy Lancaster

Christy Lancaster has worked for Masterplan in its infancy (in the 80s for approximately 2 years) came back in 2016 as account manager, where she works closely with clients and Masterplan consultants. Before coming to Masterplan Christy worked in commercial real estate, residential real estate, and a non- profit. Being a lifelong Dallas resident partnered with her local knowledge led her to spend 35 successful years in the Real Estate market. On the Commercial Real Estate side, she worked in office building construction, management, and with a local shopping center developer while still maintaining aspects of client relations and business operations.

Christy left the corporate world to work for a non-profit, The Dallas Children’s Advocacy Center, where she was their first employee ever hired and oversaw renovations/ construction of DCAC facilities. Once, the facility was built she worked on the day to day operations but quickly realized she was drawn to the therapeutic side of what DCAC offered. Christy went back to grad school and received her master’s in clinical psychology. Upon graduation, she worked with child abuse and domestic violence agencies/ programs in the area.

She returned to the family business, Masterplan, to work alongside her mother and cousin, Dallas, in 2016. With a passion for helping others, she enjoys working closely with clients to ensure all projects are to their satisfaction. As a Finance major, she puts her expertise to work as she handles most of all account matters.
